I used this tutorial for creating the planets, and tweaked everything about it to suit what I wanted to achomplish (aside from the texture). I created many planets before making the wall paper, until I fully knew what I was doing .
The blue planet, however has an additional process which I added to make it look more gaseous.
Then, I had to create the star field and sun on my own. It's quite simple.
using the black layer that you started on, create some noise. To do this, go filter>>noise>>add noise, and use the following settings:
Amount: around 15%
Distribution: Gaussian
And check "monochromatic"
Once that's done, you can start fiddleing with the levels to reduce the number of stars in the star field and alter the overall brightness.
Hit ctrl+l to enter the levels dialouge box, and move the white slider to the left, and the black slider to the right and fiddle around with them untill you get what you want.
To add bright suns in the background, use the lense flare filter with the lowest brightness possible (10%). You can use whichever type you wish.
To get smaller stars in the background, then create a new document, about 500*500px and use the lense flare filter on a black background in the same fashon. Now, transform (CTRL+T) it into a smaller image, then cut it into your main piece. Give it the belnding option "Linear dodge"
To create the random bits of colour in the background, I used a soft brush, with an opacity of 30% and used a very dark colour. I brushed simple curved lines then did a radial blur. I used zoom, best quality and at 100%. Next, I used box blue and the amount varies depending on the effect you wish to gain. I don't think PS7 has this, I use CS2.
The sun was created by a lense flare at 100% brightness and a yellow glow created in the above manner above it, with the blending option "linear dodge".

Yeah PS is way too expensive for home use. That makes The GIMP the best image manipulation program I know. Opinions?
