well unless he has a dynamic IP i doubt he is going to go to all the trouble of changing his IP.

In the case that he does have a dynamic IP then youl have to ban his IP range....which could cause problems

I found it on about 3 pages when posting all those first comments. I can't remember where it was but it had {###REPLACETITLE###} in the title so I tried it out. I don't know what it is now but it's probably like the UL1 tags.

Anyway, I think it's about time Kyle was banned. He didn't deserve to be allowed to sign up again in the first place.
