don't host. it's pointless, and a waste of time as your listen server will compltely suck wang, and only be able to house about 3 additional people. you wont beable to install any mods, as it'll make the server even worse.
Purchase a dedicated server, or find a dedicated server that you like and just meet up there.
to host is described on the steam help area. But still i don't recomend doing it as your server truely will be terrible. You'll only beable to get a 33tick atleast. I tried a 66tick listen server but it fluctuated around 40-50.
and why do you have to swear about it?
I go to these servers for CSS:
195.20.109.10:27015 - dhrystones clan server. It's a bit crap atm. New server with awful config. 33tick, no awp, forced auto assign, somewhat laggy.
195.242.236.136:27015 -my clan's crappy server. It's a bit iffy right now, because inx suck. Sometimes reg suck, sometimes it's ok but there's load of lag. The map cycle suck aswell. should be getting a new one soon.

Seriously, it's freaking obvious. Go to the steam support site and search for something like "port forwarding" and theere you go.
and delete what? The server? Yeah, but then you'd have no server to run later unless it re-downloads it...
When you host a server, using the in-game option, you create a listen server. Your computer is the server, and you play on it at the same time. Subsequently, you have the lowest ping. Because of you playing a demandigng game, this puts strain on your pc and thus makes your server suck and you wont beable to get many people on so I don't know why you still want to host.
When you exit the game or disconnect, the server is down.
and if you were to create a dedicated server with that computer, it'd also be terrible with that spec. But then you'd have no computer to play on.

Not to mention that his ISP might cut off his supply of INTERNETS.

you make it sound like it's illegal to host a source game just for a bit so you can play...
Basically you need to forward the right ports. As HarrY says go to steampowered.com forums and search for 'ports' or 'port forward' to see which one, and you'll probably find a guide on how. It's very similar to the how to host on worms thread here, except with different numbers.
Also when you host you need to make sure sv_lan is off. So you need to go to advanced options in keyboard setup to enable the developer console. Then in game press the console key (it's ` on a british keyboard, but I think it might depend on the language). And type sv_lan 0. While you're typing it should say sv_lan 0 or sv_lan 1 underneath. If it already says 0 you don't need to bother... Then you just tell the people you want to play your ip address and thhey add it to their favourites.
