Php is for building up the html page that gets sent to you. It's up to your browser to refresh the page if you want the latest version. I have my ReloadEvery set to refresh every 15 minutes. I use it so I don't just sit there and constantly refresh forums until new posts pop-up (which I'll inevitably do if there's nothing better to do).
