Not online within the last half an hour
Few days ago i tried to send my wwp related files to Vahagn via email (submit info page: http://home.iprimus.com.au/vahagn/sfx/index.html?/vahagn/sfx/misc_submit.html)
but soon after i sent files i got delivery status notification mail from "Postmaster", and it says "Delivery to the following recipients failed: vahagn@cyberjunkie.com".

????

heh, don't know why you're asking here, but it sounds like that e-mail account doesn't exist anymore or has some kind of error stopping it from recieving mail

The SFX site hasn't been updated in over 2 years. I'd say at one point it was the most popular worms resource, but the updates just stopped, after a while. So sending him files won't get you anywhere anyway.

edit: saying that it looks like there have been some updates. SFX is at a new home at clansfx.co.uk, which is probably where you saw it, but that page you linked to is the old one from two years ago.

Not only is the SFX page not run anymore (though someone is trying to revive it), the files don't exist any longer either. SFX stored their files on Annelid's server, and apparantly he just blew them all away one day a year or so ago.

Now that I think about it, it seems that Vahagn has just plain fallen off the face of the planet...

If by planet, you mean Internet... then yes. :P Last I heard Vahagn was working at a video game parlour type place, you know the ones with air hockey and things like that. If anyone did actually want to contact him, a private message on cl2k would be the best idea.
