yeah thats it. But you can have tactics as well.
and yeah you do have to no the rules to be good.

You can't have tactics for a game which is complete luck.
And you do have to know the rules. It would be pretty pointless on a fruit machine if you didn't know when you could press which button and when you should press the button.

Double down - 11 through 14
Hit - 15 or 16
Stay - 17+ unless someone most definately has you beat.

As [S]ReadMe says, there can be loads of skill in gambling. Of course there's loads of luck as well, but big part of it is skill.
