What you need for a clan:
1. A website
2. Some HTML knowledge to make one
3. A forum
4. A good clan name
5. A few friends to join your clan. If your clan will have a few members from the beggining, it'll make it easier ro recruit more. People rarely join clans with only 1 member

{optional} Being a senior member of at least a few big Worms forums will attract people to your clan and make advertising much easier

actually all you need is a bunch of like minded people who are willing to call u their leader. a website is nice (or in most cases not) but not essential.
