May I just say I haven't rated you down.

Now I'd like to say that others have a right to vote for any reason. There's nothing wrong with what someone has done to your rating. You can't complain every time it happens either.

Action'd only be taken if it was being done by multiplae accounts on purpose by the same person who registered them. May sound cofusing at first, but read through it again to understand.

eg, candyman, he had 8 and said DONT RATE ME DOWN I CANT POST DONT RATE ME DOWN and it annoyed alot of people, and then it went to like 2 lol
