That is an umlaut, and it is SUPPOSSED to be above the u.
Without the umlaut: Uber (you-ber)
With the umlaut: Ãœber (ooh-ber)
Yes, that is all non-scientific pronounciation, but there isn't an official entry in the dictionary, so it's hard to do...

Nah, it's not pronounced exactly that way. It's pronounced like the 'ue' in the french 'rue'.
