I use http://www.easyphp.org but I know readme will beg to differ and say to use PHPDev http://phpdev.firepages.com.au edit: oh yes, and you might want to get something like MySQLfront (see google), or the mySQL program which is very similar, but I'm not sure how good it is. A tip is to set EasyPHP to 'launch this application at startup', then you won't have to start it manually every time. Good luck.
