Make it yourself? Use notepad? Learn html? PHP? Javascript? Buy hosting? ICDsoft.com?  Edit :: Then again... you could just get someone to make it for you and host it for free somewhere, probably with ads, or maybe get hosting from a friend who has some webspace or a server. Yeah...
