I think Dedicated Active moderators would be the best approach...
I disagree with time delays between posting as i sometimes want to post then post again on different thread within five minutes :mrgreen:

You only receive a time limit if your rating gets lowered below 8, and then the lower your rating is, the longer you have to wait between posts. So long as you don't piss anyone off, you shouldn't get your rating lowered.
