He has billions of dollars, not to mention, connections to every windows computer in the world. What kind of computers, do you think the military use? If Bill was to send a key logger onto those computers, he could have the passwords to hundreds of missles. What if he were to log your bank account info? What if he were to completely wipe out every windows computer, leaving the world helpless? If he were to do this, no one could stop him. Even if they managed to pin it on him, he has enough money to disappear. He could log the passwords at the bank, and steal the money from that. Bill's options are almost limitless.
