So you take a screenshot. Paste it into MS Paint if thats the only thing you have and then save it as a GIF. Not a bmp or jpg, but a gif. Not bad quality and will load quite fast compared to a 24 bmp.

It's two images. One shot of the start menu and one of teh background. He then pasted the start menu image over the desktop image but the menu image had about 70% opacity.

You mean the red balls? No, they are not the same thing, they are icons of games made with Game Maker, and the default icon for all games made with Game Maker is a red ball.
