All it is, is a mix of filters like paint daubs and cut out at different settings to create a cell shaded effect. You can't criticise the use of filters in AP 7.0 without being a hipocrit because you done just the same but with less technique. It is called cell shading because: The image is cutup into different pieces and coloured in blocks of colour. It's split up by the black lines.
