Well 13 isn't that young. 10 or 11 is young but 13 isn't. That's only 2 years younger than me. I'm 15.

Well in the UK you can drink alcohol from age 5. But you're not allowed to buy it in a bar etc. until you're 16 (but you have to have it with a meal). Then at 18 you are free to buy alcohol.
