seems suspisious. He's new, his rating is 12, he already has 300 and he has over 12000 hits, which some members that have been here, don't even have.

Yes very suspicious, and he posted more than twice in ShoutMeUp, which is normally impossible. I smell some kind of cheat/html/php trick, and don't like this much.

Edit : and he has already 19000+ hits...
Re-edit, one hour later, 21000+ hits... and he is always "viewing profile" I smell F5 addiction...

Some programs can do that for you, if you tweak a little bit you can set refreh rate page to 1 second, maybe less, but it would almost be denial of service attack, server wouldn't like it.
